Mental Health Clinic

If an individual is looking for help with mental health struggles and is a legal resident of Winnebago County, they may come in to our mental health clinic.  If you apply for mental health services you must meet both residency and income eligibility requirements. 

Residency is defined as:  Voluntary physical presence in Winnebago County with intent to remain as evidenced by residing in a place of fixed habitation.  If you or your ward do not meet residency requirements, you will be advised to seek services in your county of residence i.e. the last place you lived that meets the definition of residency. 

Winnebago County Human Services has income limits of 300% Federal Poverty Level (FPL); therefore, all individuals applying for mental health services must complete and financial interview to determine if they are eligible.  

If an individual meets residency requirements and income limits, the individual will be asked to complete a mental health intake packet. 

At the mental health clinic in the Neenah office, the individual will be scheduled for the next available intake appointment unless a licensed mental health therapist has an opening that day.

In the Oshkosh office,  the individual will meet with an intake specialist, if available,  to determine with them what may be most helpful to address their presenting problem.  If the Intake Specialist in Oshkosh is not available to meet with an individual on a walk-in basis; the intake specialist will follow up with a phone call to determine what may be most helpful to address the presenting problem. 

If scheduled for a mental health intake appointment, the therapist will talk with the individual about what mental health struggles they are experiencing and then help the individual decide on the most appropriate course of action for their specific situation.  

Individuals seeking medications will need to complete the mental health intake process prior to being scheduled with a prescriber. 

We are a recovery oriented clinic.  “Recovery” means the process of a person’s growth and improvement, despite a history of mental or substance use disorder in attitudes, values, feelings, goals, skills and behavior and is measured by a decrease in dysfunctional symptoms and an increase in maintaining the person’s highest level of health, wellness, stability, self−determination and self−sufficiency.

The Mental Health Clinics are open during the following hours, with Mental Health Intake appointments and Psychiatric Evaluations available during morning and afternoon hours based on therapist and prescriber availability. For all other appointments, waiting times vary based on therapist and/or prescriber availability.

Please be aware that some guidelines apply, including the following:

  • The Mental Health Clinic is not a crisis center. Those individuals genuinely in crisis should contact Crisis Services.
  • Parents seeking help for their young children are asked to come to the walk-in clinic by themselves. Therapists will gather information and get an adequate first impression from speaking with the parents alone, and will then meet with other family members in follow-up appointments.
  • Teenagers suffering from mental health struggles should attend the initial assessment accompanied by a parent or legal guardian. We are unable to see teenagers by him/herself.
  • Adults with legal guardians must be Winnebago County residents and need to have their guardian, and at least one adult who is familiar with their difficulties, present to participate in the meeting.  A Letter of Guardianship, or Order for Change of Residence, must be provided to verify residency. 
  • We advise calling ahead to make sure the Mental Health Clinic is open, as sometimes the above hours must be changed to adapt to unforeseen scheduling problems. Oshkosh 920-236-4700; Neenah 920-729-2777
