Administrative Services Division
The Administrative Services Division provides fiscal and clerical support to all program areas of the Department of Human Services. The Division’s responsibilities include the processing and reporting of revenues and expenditures to meet the requirements of diverse programs and funding sources of the agency. In addition, the Administrative Services Division provides clerical support to ensure that the direct care workers of the department have increased time to dedicate to the service of the consumer.

Behavioral Health Division
The Behavioral Health Division offers a comprehensive range of services providing continuity of care for persons with alcohol and other drug abuse disorders and/or mental illness. Services are provided on individual need, utilizing the most appropriate, normalized, least restrictive care feasible in the most cost-effective manner possible. An emphasis is placed on services which provide intervention and prevention where possible, enhancing independence and self-sufficiency, emphasizing community integration, strengthening community care, and fostering overall recovery. Child Welfare
The Child Welfare Division provides a wide range of services to children, youth and families based on circumstances and needs. The division works primarily within the scope of Wisconsin Statutes Chapters 48 and 938. Our services are family focused. Primary duties performed include juvenile intake determinations, child abuse/neglect investigation, kinship care assessments, court studies and family assessments, case management services (which includes case plan development and review, monitoring case plans, juvenile court reporting, and referral and advocacy), and placement opportunities for children and youth in foster homes, group homes, child caring institutions, and correctional facilities throughout the state. Economic Support
The Economic Support Division assists families and individuals by determining eligibility for FoodShare, Badger Care, Medicaid, Family Care/IRIS, and child care assistance. In addition, help is provided to individuals attempting to find employment through the Food Stamp Employment and Training Program. Long Term Support
To develop, promote and provide for supports and services that meet identified outcomes for Winnebago County citizens with long term support needs.
Within the Long Term Support Division is the Aging and Disability Resource Center (ADRC). The principle purpose of the ADRC is to empower and support seniors, people with disabilities, and their families by providing useful information and finding the help people seek, so they may live with dignity, security and safety, and achieve maximum independence and quality of life.
