Winnebago County Department of Human Services continually recruits new foster homes to meet the needs of children and families. Foster parents provide care for children who cannot remain with their biological families for a variety of reasons. Typically, this may be due to physical, sexual, and emotional abuse; neglect; a special needs child and/or delinquency issues.
