What is Early Intervention?

The Early Intervention Program (EIP) provides services and supports to children from birth until age three who have developmental delays or disabilities in Winnebago County. EIP uses a Primary Coach Model where focus is guiding the family in various ways to support their child's development. Winnebago County Department of Human Services contracts with EIP, a program of Valley Packaging Industries to: 

  • evaluate children to identify any disabilities or significant delays that would qualify them for early intervention services.
  • develop an Individualized Family Service Plan (IFSP), if eligible.
  • provide coaching, based on the IFSP, as well as education and family consultation, that offer the best opportunity for each child to develop to his or her fullest potential.
  • support families to aid in their children's development
