The Early Intervention Program (EIP) provides services and supports to children from birth until age three who have developmental delays or disabilities in Winnebago County. EIP uses a Primary Coach Model where focus is guiding the family in various ways to support their child's development. Winnebago County Department of Human Services contracts with EIP, a program of Valley Packaging Industries to: |

- evaluate children to identify any disabilities or significant delays that would qualify them for early intervention services.
- develop an Individualized Family Service Plan (IFSP), if eligible.
- provide coaching, based on the IFSP, as well as education and family consultation, that offer the best opportunity for each child to develop to his or her fullest potential.
- support families to aid in their children's development
