Sex Offender Notification 

About the Notification Law

The Wisconsin Department of Corrections uses a Special Bulletin Notification (SBN) process to alert local law enforcement about sex offenders who are returning to their communities. These bulletins include:

  • The offender’s physical description and a photo
  • Details of the offenses
  • Risk assessment
  • The offender’s release plan and supervision agent contact

Notification Levels

The Department of Corrections provides three levels of community notification based on the offender’s case and risk:

  • Level 1: Law enforcement only
  • Level 2: Targeted notification to specific individuals, schools, daycare's, neighborhoods, or community groups
  • Level 3: Broad community-wide notification via public meetings, media releases, and/or door-to-door efforts

This information is released solely to enhance public safety.
Any attempt to harass, intimidate, or threaten a registered offender is strictly prohibited and may result in criminal charges.

All notifications are carefully reviewed by the Winnebago County Sheriff’s Office prior to public release.
