Permits - County Highways

Permits are required in accordance with Chapter 7 of the General Code of Winnebago County when performing work within the county trunk highway right-of-way.  County highways are designated with a letter (example: CTH “A”, CTH “CB”, CTH “G”, etc.)    Permit applications can be found at the bottom of this page.

 

WORK WITHIN HIGHWAY RIGHT OF WAY:

Any time a new access point is needed off a county trunk highway; you will need to obtain a permit.  You must also obtain a permit if a revision or addition is made to any existing driveway/access point.  These regulations shall apply to all designated and undesignated county trunk highways in Winnebago County.  All culverts and endwalls must be installed by the Highway Department.  The culverts, endwalls, finishing materials and permit fees are the property owner’s expense.  Driveway side slopes shall be earth material only.  No concrete, rock, stone, wood, timber or bituminous side slopes shall be constructed.

 

This permit is also used for any other type of private work within Winnebago County highway right of way, including installing a new public street or highway, or blacktopping an existing driveway.

 

UTILITY PERMIT:

Permit to install, reinstall, or reconstruct utilities within highway right of way above, under, or parallel to Winnebago County trunk highways.  Separate applications are provided for utility companies both regulated and non-regulated by the WCHA Utility Accommodation Policy.  After completion of any utility work the Highway Department must be notified by submitting the following "Completion Certificate".

OVERSIZE VEHICLE MOVING PERMIT:

When moving an oversized load on any Winnebago County trunk highway, whereby the load will be over length, width, height, or weight in observance of Section 348.05, 348.06, 348.07 or 348.15, Wisconsin Statutes; you must obtain a permit.

WINNEBAGO COUNTY ADOPT-A-HIGHWAY PROGRAM:

The Winnebago County Highway Commission implemented its own Adopt-A-Highway Program in 1997 similar to the one administered by the State of Wisconsin.  If your group wishes to participate and help keep our county roads litter free, please read the rules and regulations, then fill out and submit the application.  We will install signs acknowledging your group’s participation and provide your members with safety vests and bags.  After you’ve cleaned your assigned section of roadway simply call our office at 920-232-1700 and Highway Department employees will pick up and discard the debris.
