The Resource Team is responsible for a number of programs and services utilized by the Child Welfare Division. Programs/services provided include short and long term placement resources for children and youth, kinship care, and certifying day care homes.
Child Substitute Care includes services such as placements in foster homes, respite, group homes and child care institutions. These placements may or may not be in Winnebago County. Placement decisions are made based on the child/youth and family needs with the goal of providing intervention services in an effort to reunite the family in a timely fashion.
The Resource Team is responsible for the overseeing our Shelter Care facility. This facility provides short term, non-secure detention placement for male and female youth in an effort to assist them to take responsiblity and control over their unsafe behaviors.

Services
Day Care Program
The Resource Team provides a Certified Child Day Care program for residents of Winnebago County. State regulations govern this program which is administered through the work of a Human Service Case Aide. Applications are received from individuals interested in becoming certified providers. The applicant is studied in areas such as living routines and habits, child care practices and beliefs, general stability, and a criminal background check is completed for each applicant. The purpose of this program is to provide quality child care options for parents, ensuring for the daily safety of children who must be cared for by persons other than the immediate family.
Foster Care
Foster Care provides a short- or long-term placement for children/youths which will meet their needs while intervention services are provided to the family in an effort to reunite them in a timely fashion, or to achieve permanency for the child(ren). Foster Care placements could include a foster home, group home, Residential Care Center and/or respite. The Foster Care Coordinators provide direct services to the foster homes which includes recruitment, licensing, retention, training, matching, and supportive services.
Kinship Care
The Resource Team is responsible for the Kinship Care Program. This service assesses the need and appropriateness of children living with relatives and provides financial support to those relatives taking care of minor children who meet eligibility criteria.
Shelter Care
Shelter Care is a short-term non-secure detention placement for male and female youth in an effort to assist them to take responsibility and control over their unsafe behaviors. One Social Worker is assigned to the facility to assess needs and provide case management and advocacy services to the youth.
