Effective June 1, 2012, ALL EROSION CONTROL AND STORMWATER PERMITS will be issued by the Winnebago County Zoning Department at: County Administration Building, 112 Otter Ave., 3rd Floor, Oshkosh; p. (920) 232-3344.
All new homes with the exception of the Towns of Menasha and Omro are permitted by Winnebago County.
In general, the ordinance requires a permit for the following activities:
- building a 1 or 2 family home

- excavating / grading
- road construction, drives, and utilities
- commercial development
- subdivision development

MS4 (Municipal Separate Storm Sewer System) Permit:
In 2007, the WDNR issued a stormwater management permit to Winnebago County to monitor and improve stormwater quality running off county properties. The MS4 Permit requires Winnebago County to comply with the following 6 minimum steps:
