What is Early Intervention?

Early Intervention Services (EIS) is a program that provides services and supports to children from birth until age three with developmental delays and disabilities and their families who live in Winnebago County.  The Winnebago County Department of Human Services contracts with EIS, a program of Goodwill Industries of North Central Wisconsin, to:

  • evaluate children to identify any disabilities or significant delays that would qualify them for early intervention services.
  • develop an Individualized Family Service Plan (IFSP), if eligible.
  • provide coaching, based on the IFSP, as well as education and family consultation, that offer the best opportunity for each child to develop to his or her fullest potential.
  • support families to aid in their children's development
